The water of some thermal springs is potable and it helps to heal various renal diseases, digestive system and metabolic diseases. Anywhere there is drilling is gushing out springs of thermal water with temperatures between 30ÂşC and 70ÂşC or springs with curative waters rich in salts and mineral substances.</span></span></span></strong></p>

<p style="margin-bottom: 0cm;" align="JUSTIFY">ĂŽncepĂ®nd din ianuarie 2006 cetÄĹŁenii strÄini pot cumpÄra imobile Ă®n Ungaria. FormalitÄĹŁile pentru cumpÄrarea unui imobil pe teritoriul Ungariei sĂ®nt urmÄtoarele:</p>

<p style="margin-bottom: 0cm;" align="JUSTIFY"><span lang="ro-RO">cumpÄrÄtorul</span> depune Ă®ntr-un cont temporar un avans de 10% printr-un birou de 		avocaturÄ Ĺźi deschide un cont la o bancÄ localÄ unde va putea 		transfera din contul sÄu din strÄinÄtate suma rÄmasÄ.</p>
</li>
<li>
<p style="margin-bottom: 0cm;" align="JUSTIFY">avocatul Ă®ntocmeĹźte 		contractul de vĂ®nzare-cumpÄrare (Ă®n limba maghiarÄ, iar dacÄ 		cumpÄrÄtorul nu este vorbitor de limba maghiarÄ atunci este 		necesar un traducÄtor care va traduce actul Ĺźi va fi Ă®nscris Ă®n 		cadrul contractului) care este semnat de ambele pÄrĹŁi.</p>

<p style="margin-bottom: 0cm;" align="JUSTIFY">De asemenea, se poate plÄti cu bani gheaĹŁÄ, Ă®n acest caz se eliminÄ douÄ dintre etapele de mai sus iar banii se achitÄ la avocat.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Pentru obĹŁinerea dreptului de proprietate de cÄtre cetÄĹŁeni strÄini este nevoie de autorizaĹŁia de la Oficiul administrativ, de regulÄ este acordatÄ fÄrÄ nici o problemÄ Ă®n cazul Ă®n care acest lucru nu este interzis prin lege, de exemplu Ă®n cazul terenurilor agricole. ConducÄtorul oficiului administrativ teritorial competent poate autoriza cumpÄrarea unui imobil de cÄtre persoane fizice sau juridice strÄine dacÄ imobilul respectiv nu este teren agricol, nu se gÄseĹźte Ă®ntr-o zonÄ naturalÄ protejatÄ Ĺźi dacÄ nu se aduce atingere intereselor autoritÄĹŁilor locale sau interesului public. ĂŽn cazul unor imobile monumente istorice sau al unor imobile care se gÄsesc Ă®n zone naturale protejate, pentru autorizarea cumpÄrÄrii imobilelor va fi consultatÄ Ĺźi autoritatea competentÄ cu protejarea clÄdirilor respective.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">VĂ®nzÄtorul suportÄ cheltuielile de predare Ĺźi cele legate de ĹŁinerea evidenĹŁei imobiliare (de exemplu plata Ă®mprumutului ipotecar, etc.). ĂŽn unele cazuri stabilite de lege vĂ®nzÄtorul va plÄti Ĺźi impozit (vĂ®nzarea unui imobil Ă®n termen de 15 ani de la dobĂ®ndire sau vĂ®nzarea unui imobil de locuit fÄrÄ cumpÄrarea altuia).</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">C<strong>heltuieli auxiliare pentru cumpÄrÄtor, conform Codului Civil Ĺźi cutumei:</strong></p>

<p style="margin-bottom: 0cm;" align="JUSTIFY">Onorariul avocatului 	(de obicei Ă®ntre 0,5% Ĺźi 1,5% din valoarea contractului, dar 	existÄ Ĺźi un onorariu minim)</p>

<p style="margin-bottom: 0cm;" align="JUSTIFY"><strong>Impozite locale:</strong> ĂŽn Ungaria impozitele locale pe teren sĂ®nt stabilite de comune Ĺźi diferÄ de la o localitate la alta. Nu se plÄtesc impozite pentru clÄdiri, cu excepĹŁia caselor de odihnÄ unde impozitul este de 10% din valoarea imobilului.</p>

<p style="margin-bottom: 0cm;" align="JUSTIFY">Impozitul pe clÄdiri este o taxÄ localÄ datoratÄ de cÄtre toate persoanele cÄtre bugetul local al comunei, al oraĹźului sau al municipiului Ă®n care este amplasatÄ clÄdirea. ĂŽn cazul municipiului BucureĹźti taxa se datoreazÄ cÄtre bugetul local al sectorului Ă®n care este amplasatÄ clÄdirea.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><strong>Cine datoreazÄ impozit pe clÄdiri?</strong></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Orice persoanÄ fizicÄ sau juridicÄ care are Ă®n proprietate o clÄdire aflatÄ Ă®n RomĂ˘nia trebuie sÄ plÄteascÄ anual impozit pe clÄdire. ĂŽn cazul Ă®n care o clÄdire se aflÄ Ă®n proprietatea comunÄ a douÄ sau mai multe persoane, fiecare dintre proprietarii comuni datoreazÄ impozitul pentru spaĹŁiile situate Ă®n partea din clÄdire aflatÄ Ă®n proprietatea sa. ĂŽn cazul Ă®n care nu se pot stabili pÄrĹŁile individuale ale proprietarilor Ă®n comun, fiecare proprietar Ă®n comun datoreazÄ o parte egalÄ din impozitul pentru clÄdirea respectivÄ.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Pentru clÄdirile proprietate publicÄ sau privatÄ a statului ori a unitÄĹŁilor administrativ-teritoriale, concesionate, Ă®nchiriate, date Ă®n administrare ori Ă®n folosinĹŁÄ, dupÄ caz, persoanelor juridice, se stabileĹźte taxa pe clÄdiri care reprezintÄ sarcina fiscalÄ a concesionarilor, locatarilor, titularilor dreptului de administrare sau de folosinĹŁÄ, dupÄ caz, Ă®n condiĹŁii similare impozitului pe clÄdiri.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Principiul stabilirii impozitului pe clÄdiri Ĺźi terenuri pe baza valorii imobilelor ar putea fi reglementat prin modificarea Codului Fiscal, au declarat agenĹŁiei MEDIAFAX surse guvernamentale. <a href="http://www.mediafax.ro/social/impozitul-pe-cladiri-si-terenuri-ar-putea-fi-calculat-la-valoarea-de-piata-din-2011.html?1688;3349068">sursa</a> <em>&#8220;Codul Fiscal ar putea sÄ prevadÄ ca, Ă®ncepĂ®nd cu anul fiscal 2011, autoritÄĹŁile locale sÄ poatÄ opta pentru stabilirea impozitului pe clÄdiri Ĺźi a impozitului pe teren avĂ®nd Ă®n vedere valoarea clÄdirilor Ĺźi, respectiv, a terenurilor stabilite pe baza cererii Ĺźi ofertei, potrivit informaĹŁiilor furnizate de cÄtre AgenĹŁia NaĹŁionalÄ de Cadastru Ĺźi Publicitate ImobiliarÄ. Se propune realizarea de mÄsuri pentru impozitarea la valoarea de piaĹŁÄ a proprietÄĹŁilor imobiliare&#8221; .</em></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Guvernul a decis sÄ majoreze din 2010 impozitele Ĺźi taxele locale cu aproximativ 20%, valoarea de impozitare pentru clÄdirile fÄcute din materiale rezistente Ĺźi racordate la utilitÄĹŁi urmĂ®nd sÄ fie majoratÄ astfel, Ă®ncepĂ®nd cu anul viitor, de la 669 de lei pe metrul pÄtrat la 806 lei. <strong><span style="font-weight: normal;"> Taxele au fost majorate</span></strong><span style="color: #000000;"><span style="text-decoration: none;"><span style="font-weight: normal;"> prin hotÄrĂ®re aprobatÄ de Guvern Ă®n luna august Ĺźi publicatÄ joi seara Ă®n Monitorul Oficial.</span></span></span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span style="font-weight: normal;"> Astfel, </span><strong><span style="color: #000000;"><span style="text-decoration: none;"><span style="font-weight: normal;">valoarea de impozitare a clÄdirilor din materiale rezistente â€“</span></span></span></strong><span style="font-weight: normal;"> beton sau cÄrÄmidÄ â€“ care nu sĂ®nt racordate la reĹŁeaua de apÄ, canalizare, reĹŁeaua electricÄ sau termicÄ va creĹźte de la 397 de lei pe metrul pÄtrat la 478 de lei pe metrul pÄtrat.</span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><strong><span style="font-weight: normal;"> Valoarea de impozitare a fiecÄrui metru pÄtrat de construcĹŁie din lemn, piatrÄ naturalÄ sau chirpici</span></strong><span style="font-weight: normal;"> creĹźte Ĺźi ea, de la 182 la 219 lei Ă®n cazul celor cu utilitÄĹŁi Ĺźi de la 114 la 137 Ă®n cazul celor fÄrÄ utilitÄĹŁi.</span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Impozitul pe clÄdiri se calculeazÄ de autoritÄĹŁile locale, cuantumul plÄtit de contribuabil urmĂ®nd sÄ fie de 0,1% din valoarea de impozitare stabilitÄ prin lege. La aceastÄ valoare, autoritatea localÄ poate adÄuga pĂ®nÄ la 20%.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span style="font-weight: normal;"> Cuantumul impozitelor pentru </span><strong><span style="font-weight: normal;">terenurile intravilane cu destinaĹŁia de spaĹŁiu de construcĹŁie</span></strong><span style="color: #000000;"><span style="text-decoration: none;"><span style="font-weight: normal;"> creĹźte Ĺźi el, de la 7.404 de lei anual pentru un hectar la 8.921 de lei, Ă®n condiĹŁiile Ă®n care localitatea Ă®n care se aflÄ este, conform clasificÄrii oficiale, una de rang 0, iar zona Ă®n care terenul este amplasat este &#8220;A&#8221;. Clasificarea oficialÄ instituie localitÄĹŁi de Ĺźase ranguri â€“ notate, Ă®n ordine crescÄtoare, de la &#8220;0&#8243; la &#8220;V&#8221;, iar zonele din cadrul localitÄĹŁii sĂ®nt, de la centru spre periferie, de la &#8220;A&#8221; la &#8220;D&#8221;. </span></span></span></p>

<p style="margin-bottom: 0cm;" lang="ro-RO" align="JUSTIFY">Despre programul Prima CasÄ s-a fÄcut o mulĹŁime de tam-tam, atĂ®t Ă®n mass-media scrisÄ cĂ®t Ĺźi cea de la televizor ori cea de pe internet, pe motiv cÄ ajutÄ la relansarea economiei Ĺźi oferÄ locuri de muncÄ oamenilor implicaĹŁi Ă®n construcĹŁiile de noi case pentru oricine doreĹźte sÄ cumpere. Dar asta a fost la Ă®nceput, atunci cĂ®nd analiĹźtii se lansau Ă®n speculaĹŁii Ĺźi multÄ lume era optimistÄ. PreĹŁurile locuinĹŁelor au stagnat sau chiar au crescut uĹźor, mulĹŁi sperĂ®nd cÄ vor atinge valorile din vremurile bune de dinainte de crizÄ.</p>
<p style="margin-bottom: 0cm;" lang="ro-RO" align="JUSTIFY">ĂŽn schimb, acum, la mai mult de douÄ luni de la demararea programului guvernamental, mulĹŁi agenĹŁi imobiliari se tem ca Prima CasÄ sÄ nu devinÄ Prima farsÄ. Primul motiv este perioada mare de rezolvare a dosarelor, alt motiv este faptul cÄ mulĹŁi cumpÄrÄtori (dintre cei care, totuĹźi, s-au decis sÄ apeleze la acest program) preferÄ sÄ cumpere apartamente sau case mai vechi, unele chiar din perioada comunistÄ. Despre construirea de clÄdiri noi pentru ei cu greu se mai poate pune problema. O altÄ problemÄ a programului este venitul mare (de pĂ®nÄ Ă®n 4500 de lei Ă®n cazul sumei maxime admise) Ĺźi a condiĹŁiilor stricte necesare pentru a te Ă®nscrie. VĂ®nzÄrile Ă®n cadrul programului stagneazÄ cu succes Ă®n toatÄ ĹŁara.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span lang="ro-RO"> ĂŽn aceste condiĹŁii, unele agenĹŁii imobilare au venit cu o soluĹŁie la Ă®ndemĂ®nÄ: opĹŁiunea de a cumpÄra case din ĹŁÄrile Ă®nvecinate la preĹŁuri mult mai accesibile. De exemplu, <a href="../../">Imobiliare Ungaria</a> oferÄ posibilitatea de a vÄ cumpÄra apartamente, case Ĺźi vile din Ungaria Ă®n regiunea Hajdu-Bihar, aproape de punctul de trecere frontierÄ BorĹź-Artand, lĂ®ngÄ Oradea, Ă®ncepĂ®nd de la 5000 de euro. Se poate apela atĂ®t la programul Prima casÄ, cĂ®t Ĺźi la un credit imobiliar din Ungaria. Prin ofertele lor Ĺźi faptul cÄ au Ă®nceput sÄ dea bani Ĺźi strÄinilor, bÄncile ungureĹźti fac concurenĹŁÄ cu succes statului romĂ˘n.</span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span lang="ro-RO"> ĂŽn programul Prima CasÄ singura parte implicatÄ care nu are cum sÄ piardÄ sĂ®nt bÄncile: atĂ®ta vreme cĂ®t clienĹŁii Ă®Ĺźi plÄtesc ratele cĂ®ĹźtigÄ, iar Ă®n momentul Ă®n care aceĹźtia nu mai au cum sÄ plÄteascÄ statul le garanteazÄ Ă®mprumutul. Se poate chiar spune cÄ programul le-a fost dedicat mai degrabÄ lor decĂ®t oamenilor obiĹźnuiĹŁi. AceĹźtia Ă®nsÄ au Ĺźi alte opĹŁiuni, rÄmĂ®ne doar sÄ le descopere.</span></p>

Contractarea unei asemenea finanĹŁÄri poate dura chiar mai mult de douÄ luni, iar aceasta se datoreazÄ garanĹŁiei acordatÄ de stat prin intermediul Fondului NaĹŁional de Garantare a Creditelor pentru ĂŽntreprinderi Mici Ĺźi Mijlocii (FNGCIMM).</span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span style="font-size: small;"> AĹźa cum probabil cei mai mulĹŁi dintre voi ĹźtiĹŁi deja, cineva poate face demersurile pentru Prima CasÄ doar Ă®n momentul Ă®n care a gÄsit deja o casÄ pe care sÄ o cumpere Ĺźi are deja un precontract de vĂ®nzare-cumpÄrare Ă®ntocmit la notar. Pentru aceasta trebuie sÄ plÄteascÄ taxe notariale Ĺźi, de obicei, sÄ dea un avans oarecare. De exemplu, pentru un precontract cu un avans de 3.000 de euro (cam acesta este de obicei avansul pentru Prima CasÄ, dar poate varia de la cĂ®teva sute de euro pĂ®nÄ la cĂ®teva zeci de mii), onorariul notarului este de 100-150 de lei plus TVA, potrivit Uniunii NaĹŁionale a Notarilor Publici (UNNPR). Mai trebuie plÄtitÄ taxa de evaluare a imobilului cu o valoare de aproximativ de 500 de lei.</span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span style="font-size: small;"> Termenul Ă®nscris Ă®n antecontractul de vĂ®nzare-cumpÄrare Ă®ntocmit la notar, nu este impus prin lege, ci se stabileĹźte Ă®ntre pÄrĹŁi. â€žSĂ®nt unele persoane care Ă®Ĺźi fixeazÄ un termen de 30 de zile, termen care este Ă®nsÄ foarte scurtâ€ś, susĹŁine Miruna Popescu, purtÄtorul de cuvĂ®nt al UNNPR. ĂŽn cazul Ă®n care cumpÄrÄtorul este norocos, iar vĂ®nzÄtorul este Ă®ngÄduitor cei doi pot stabili de comun acord o prelungire a termenului din precontract, dar dacÄ proprietarul imobilului nu acceptÄ amĂ®narea vĂ®nzÄrii, solicitantul rÄmĂ®ne fÄrÄ avansul dat.</span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span style="font-size: small;"> Antecontractul (precontractul) de vĂ®nzare-cumpÄrare este o promisiune de a contracta un acord de voinĹŁÄ prin care pÄrĹŁile se obligÄ sÄ Ă®ncheie pĂ®nÄ la un anumit termen-limitÄ, la preĹŁul stabilit, contractul de vĂ®nzare-cumpÄrare. </span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY"><span style="font-size: small;"> Premierul Emil Boc doreĹźte urgentarea termenului de analizÄ al dosarelor, dar pĂ®nÄ atunci vÄ sugerÄm sÄ faceĹŁi un precontract cu un termen limitÄ cĂ®t mai Ă®ndepÄrtat.</span></p>

ĂŽn plinÄ crizÄ bÄncile din Ungaria s-au reorientat Ĺźi au coborĂ®t Ĺźtacheta. </span>De la 1 iunie 2009, 18 bÄnci din Ungaria oferÄ bani Ĺźi strÄinilor, iar asta a dat un imbold nou celor ce doresc sÄ-Ĺźi cumpere o locuinĹŁÄ. BÄ<span lang="ro-RO">ncile din Ungaria Ă®Ĺźi atrag clienĹŁi cu dobĂ®nzi de cĂ®teva ori mai mici decĂ®t la noi Ĺźi cu mai puĹŁine hĂ®rtii. ĂŽn plus, preĹŁurile caselor sĂ®nt mult mai mici Ĺźi nu se plÄteĹźte impozit pe case Ĺźi terenuri. Spre deosebire de RomĂ˘nia, bÄncile ungureĹźti acceptÄ un grad de Ă®ndatorare de pĂ®na la 90%.</span></p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">DobĂ®nda este mai micÄ, de la 3,5 pana la 5,8% pentru creditele Ă®n valutÄ, Ă®n euro sau franci elveĹŁieni. Perioada de aĹźteptare este de maxim o lunÄ. AdicÄ mai repede decĂ®t la noi Ĺźi cu acte mai puĹŁine: cei care vor sÄ obĹŁinÄ un credit imobiliar au nevoie de fiĹźa fiscalÄpe ultimul an, adeverinĹŁÄ de salariu pe ultima lunÄ Ĺźi o declaraĹŁie pe proprie rÄspundere cÄ nu mai au un alt Ă®mprumut la o bancÄ din Europa.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">LargheĹŁea bancherilor maghiari a fost de bun augur Ĺźi pentru agenĹŁiile imobiliare din vestul ĹŁÄrii care intermediazÄ mai multe tranzacĹŁii peste graniĹŁÄ.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Lukacs Imre-Robert, unul cei care susĹŁin pagina <a href="../../">http://www.imobiliareungaria.ro</a>, ne-a mÄrturisit: â€žVÄ spun din propria experienĹŁÄ cÄ existÄ douÄ motive foarte bune pentru care romĂ˘nii au preferat Ĺźi Ă®ncÄ preferÄ casele din Ungaria, aproape de frontierÄ: preĹŁul mult mai mic decĂ®t cel din RomĂ˘nia, dar Ĺźi pentru cÄ este multÄ liniĹźte, dar cu facilitÄĹŁi net superioare faĹŁÄ de satele romĂ˘neĹźti (apÄ curentÄ, gaze, canalizare, energie electricÄ, etc).</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Mai ales cÄ e aproape de locul de muncÄ. AdicÄ vreo 12-15 km pentru cei din Oradea. Avem clienĹŁi care preferÄ sÄ facÄ naveta decĂ®t sÄ stea Ă®n RomĂ˘nia.â€ť</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Ungurii au investit mult Ă®n infrastructurÄ, iar efectele se vÄd Ă®n timp. Criza mondialÄ a lovit piaĹŁa imobiliarÄ peste tot Ă®n lume, iar Ungaria nu face o excepĹŁie. Criza imobiliarÄ s-a fÄcut simĹŁitÄ acolo Ă®n 2007, cĂ®nd guvernul a impus mÄsuri economice dure pentru a reduce inflaĹŁia.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">PiaĹŁa imobiliarÄ maghiarÄ este divizatÄ Ă®ntre est Ĺźi vest: dacÄ acum cĂ®ĹŁiva ani preĹŁurile din est erau net inferioare celor din vest datoritÄ reducerii pazei de la graniĹŁÄ odatÄ cu intrarea RomĂ˘niei Ă®n NATO Ĺźi apoi Ă®n UE (avĂ®nd ca efect mutarea masivÄ a grÄnicerilor), Ă®ntre timp preĹŁurile s-au dublat din cauza romĂ˘nilor care cumpÄrÄ masiv casele ieftine ale maghiarilor, dar au rÄmas inferioare celor din RomĂ˘nia.</p>
<p style="margin-bottom: 0cm;" align="JUSTIFY">Lukacs Imre-Robert a mai declarat: â€žPreĹŁurile caselor pornesc de la 5000 de euro, iar cele ale terenul pentru casÄ de la 1500 de euro.
